Once installed, OpenClaw Agents are strictly prohibited from making "brute-force" IoT API calls. Instead, they must pass through this kernel's sovereignty verification and grid-based routing—achieving absolute safety coupled with ultimate environmental responsiveness.

• Dual-Mode Governance Engine: Natively supports Residential_SP (Absolute Human Sovereignty for private homes) and Commercial_CP (Separation of Powers, Nucleus Clusters, and IBMS delegation for public spaces).
