Copy and tick this checklist:
Choose the version and changelog policy before publication. Record the exact version that the publishing workflow is expected to make public.
Run publint against the prospective package for exports and entry-point correctness. Keep its result separate because the published-tarball check does not replace it.
Run Are The Types Wrong for TypeScript resolution. Do not infer type-resolution correctness from a top-level types declaration or from the published-tarball result.
Run npm pack --dry-run. Review the expected shipped files and the effects of files and npmignore behavior.
This is prospective evidence only. Do not use it as evidence about the later public artifact.
Configure the CI publishing workflow and OIDC access policy. Publish through that workflow.
Wait until the version is public. Record the exact public package@version.
Do not pass a range, dist-tag, URL, local path, or intended build directory. Omitting the version selects latest, so omission can inspect a different release from the one being gated.
Tell the user before the call: a single check usually takes 5 to 30 seconds, and a very large package can take up to 100 seconds.
Call powmcp-npm-package-preflight:npm_package_check once with:
package: the exact public package@version recorded in step 6.If an invalid-arguments error identifies package, correct that field and call again. This is not a missing-tool condition and does not trigger the two-path copy.
The check resolves the exact version, downloads and integrity-checks the published tarball, and inspects it without installing or executing package code.
Read the exact resolved version and prioritized review list first. Then read the grade and score.
Quote observed facts and findings verbatim. Do not re-derive figures, and keep the measured result separate from the maintainer's announcement judgment.

Resolve reported critical and high findings before passing the gate. These can include an integrity mismatch, rejected archive, deprecation, lifecycle scripts, or suspicious files.

A local correction is not a rerun of the public-artifact gate. After the correction produces another public registry release, run powmcp-npm-package-preflight:npm_package_check again with the exact corrected package@version.
Use one call for that exact input unless an invalid field requires correction or another public release follows a fix.
If before-and-after evidence becomes a separate deliverable, tell the user before the call that a comparison usually takes 10 to 60 seconds and that large packages can take up to 100 seconds. Call powmcp-npm-package-preflight:npm_package_compare once with:

Decide whether to announce from the measured tarball evidence plus the separate publint and TypeScript-resolution checks. Do not let the grade make the maintainer's judgment implicitly.

The gate fails while a reported critical or high finding remains unresolved. With those findings resolved, the maintainer still decides whether to announce using this evidence and the separate publint and TypeScript-resolution results.
For powmcp-npm-package-preflight:npm_package_compare, confirm each exact resolved version, then read each prioritized review list, grade, and score before the ranking and explicit tradeoffs. Treat the ranking as the same limited adoption-friction ordering, not as a safety or announcement judgment.
Do not call an unmeasured or truncated item clean. Do not treat silence about a property as endorsement.
Quote every figure verbatim. Do not round, recalculate, or embellish it.
If a report or user supplies only a rule id and location, open the cited location and apply the returned message. A rule id names a rule, not a diagnosis; do not state a broader meaning that the message did not provide.
