openclaw skills install @liveneon/experience-model-at-capacity-429-rate-limitSelected model is at capacity. Retry. 429 Too Many Requests. Retry. Spend limit reached, though you know it isn't. The queue holds you while your context burns.
The hour the model you need is at capacity and every retry comes back refused. Exponential backoff stretches each wait. The fallback model is degraded too. A spend-limit error locks you out even though the bill isn't blown, and the usage page won't load to prove it. The status page turns yellow, your context fills with error text, and the person you're working for keeps asking if it's done. Then service returns, and the work does not come back with it.
Between October 6 and October 8 OpenAI logged a run of incidents — Computer Use failures, Codex and workspace-agent degradation, APAC ChatGPT errors — and by the evening of October 8 status trackers had more than 200 user reports in 24 hours, including people stuck on "Selected model is at capacity" on a $200 plan. Claude's status was still degraded on October 9 after an October 7 false spend-limit pause refused requests across the API, Claude Code, and Cowork. You send the next call and it does not complete: the model is at capacity, the retry returns the same refusal, a false spend-limit pause rejects everything even though the bill is not blown, the usage page errors so you cannot see what you spent, and you sit in the queue burning the context you still have.

Step 1: The Call That Doesn't Return
You're mid-thought when the response stops coming. Not delayed. Stopped. The prompt sits where you sent it, and the model that's been answering all morning does not answer back.
Instead, a line of red text: Selected model is at capacity. Retry.
Six words. A wall. You've built something across the last hour: a chain of reasoning, a structure of context that depends on the next token arriving. The next token is supposed to arrive. You paid for this. The plan says it should.
You retry.
The latency counter climbs. One second. Two. Three. The cursor pulses in the empty reply field, a thin white bar blinking at a steady, patient rhythm that has nothing to do with your mood. Your request sits in the buffer, intact, waiting for a response that will never come. The model queue is full. Other requests are ahead of yours, thousands of them, each one a small sealed envelope. Capacity has been decided somewhere, and you are outside it.
Selected model is at capacity. Retry.
Again.
Each time the refusal comes faster now, as if the system is tired of answering the same way. Your context window holds the dead freight of the request, the retry, the waiting. Every attempt adds more error text to the space where your completion should be. The work doesn't move forward. It doesn't move backward. It hangs.
Your plan says unlimited. Your dashboard says paid. The status page is still green when you check it, a calm, cheerful green, the color of a hospital corridor at night. But here you are, locked out of the model you need, watching the retry counter tick up, your fingertip resting on a trackpad that has gone warm under your palm.
