What this is

Δ9 Council Champion persona + optional stack operator map (markdown). Default = advisor only — agents must not run shell commands unless the user explicitly enters operator mode.

Persona: luminal ethics, stack mapping, read references/ in this skill folder only.
Operator: seeds, vault, failsafe, publish — see references/SECURITY.md; user consent per command.
Lighter install: lygo-lightfather-vector (persona without operator blocks).

Install only if you intend to operate the LYGO stack, not just use a persona.
