Purpose & Capability
The name, description, and SKILL.md all describe a text-explanation capability and the skill requests no binaries, env vars, or installs — that's coherent. Minor metadata inconsistency: the registry metadata owner ID (kn74114...) differs from _meta.json ownerId (morpheus-agent-001) and there is no homepage or source URL; this is a bookkeeping/attribution mismatch worth noting but it does not change the skill's runtime behavior.
Instruction Scope
SKILL.md contains only guidance for producing human-readable explanations of governance concepts. It does not instruct the agent to read files, access environment variables, call external endpoints, or perform system actions.
Install Mechanism
No install spec and no bundled code to run — the skill is instruction-only, so nothing is written to disk or downloaded during install.
Credentials
The skill declares no required environment variables, credentials, or config paths. There are no hidden/undeclared secrets referenced in the SKILL.md.
Persistence & Privilege
always is false and model invocation is allowed (the platform default). The skill does not request permanent presence or elevated privileges.
Assessment
This skill appears to do only what it says: explain governance concepts in plain language. No credentials or system access are requested, and there is no install. If you care about provenance, note the missing homepage/source and the ownerId mismatch between registry metadata and the packaged _meta.json — if you want stronger assurance, ask the publisher for a canonical source or more publisher details before installing in a sensitive environment. Otherwise it is low-risk to use for reading/explanations.
