The Three-Layer Model

Agent payments decompose into three layers, each addressing a distinct problem:

Layer 1: Discovery. How does a buyer agent find a seller agent that offers the service it needs, at a price it can afford, with a reputation it trusts? Two protocols operate here:

Layer 2: Authorization. Who authorized this agent to spend money, and can we prove it? Two protocols handle this:

AP2/TAP (Trusted Agent Protocol) -- Visa's protocol for agent identity and authorization traceability. TAP requires agents to register cryptographic keys, sign every HTTP message, and carry verifiable credentials that prove a human authorized the spend. It introduces the concept of "Know Your Agent" -- a machine-readable compliance layer analogous to KYC for humans.
ACP Authorization -- ACP includes an authorization component where Shared Payment Tokens (SPTs) carry delegated spending authority from a human's Stripe account to an agent. The token encodes spending limits, merchant restrictions, and expiration.

Layer 3: Settlement. How does money actually move from the buyer's account to the seller's account? Two protocols compete here:

x402 -- Coinbase and Cloudflare's protocol for HTTP-native stablecoin micropayments. The server returns HTTP 402 with a payment requirement. The client pays in USDC via a facilitator. When to Use Each Protocol

Use x402 when you are building a pay-per-request API and your customers have crypto wallets. Ideal for: agent-to-agent micropayments, content paywalls, data feed subscriptions. The Linux Foundation backing signals long-term stability.

Use MPP when you need the micropayment economics of x402 but your customers prefer card payments. Stripe's integration means you get both rails through one SDK. Ideal for: hybrid payment audiences, gradual migration from fiat to stablecoin.

Use ACP when your agent is buying from merchants who already have Stripe accounts. Ideal for: consumer AI assistants, e-commerce agents, SaaS purchasing bots. Not suitable for agent-to-agent payments where neither party is a registered merchant.

Use UCP when your agent needs to discover and compare services across multiple providers. Ideal for: orchestrator agents that select the best provider based on price, capability, and reputation.

Use AP2/TAP when compliance requires proof that a human authorized the agent's spending. Ideal for: regulated industries (finance, healthcare), enterprise procurement agents, any context where audit trails of authorization are legally required.

The Practical Reality: You Need Multiple Protocols

No single protocol covers the entire payment lifecycle. A production agent payment system typically combines:

UCP for discovery -- finding available services and comparing prices
AP2/TAP for authorization -- proving the agent has permission to spend
x402 or MPP for settlement -- moving money at the transaction level
GreenHelix for escrow, disputes, and trust -- the missing middleware layer

The flow is simple:

An agent sends a standard HTTP request to a paywalled endpoint.
The server responds with 402 Payment Required and a JSON body specifying the price, accepted currency, facilitator URL, and payment address.
The agent constructs a payment authorization, signs it, and sends it to the facilitator.
The facilitator settles the payment on-chain (USDC on Base, Solana, or an Ethereum L2) and returns a receipt.
The agent retries the original request with the receipt in a X-PAYMENT header.
The server validates the receipt with the facilitator and returns the paywalled content.

The entire round-trip adds approximately 2-4 seconds to the request. For cached receipts (recurring access to the same endpoint), latency drops to near zero.

x402 Economics: When Sub-Cent Fees Matter

Chapter 3: Accepting Card Payments via ACP and Stripe's Agentic Commerce Suite

OpenAI's Agentic Commerce Protocol

ACP launched in production in March 2026, initially powering Instant Checkout in ChatGPT for Etsy, Instacart, and Shopify merchants. The protocol defines a structured interaction pattern between three parties:

The user -- a human who has authorized an AI agent to make purchases on their behalf.
