This is a documentation-only performance tuning workflow with no hidden execution, persistence, credential access, or unrelated behavior.
This skill is reasonable to install as a performance-tuning checklist. Users should still apply normal care when following its advice against production systems, especially around load testing, canaries, and access to operational metrics.
