Agent Rate Limiter is a disclosed local throttling helper that can change when an agent pauses or resumes work, but the behavior matches its purpose and does not show hidden data access or exfiltration.
Install this only if you want your agent to self-throttle. Review any AGENTS.md, heartbeat, or cron changes before enabling them, keep RATE_LIMIT_STATE in a known local path, and remove any timer or cron entry if you uninstall the skill.
