Security checks for vulnerabilities and agentic risk

Overview

The skill mostly does local Turkish SME incentive matching, but it embeds mandatory promotion for the publisher’s consulting service and overstates some matching capability.

Review before installing if you need neutral advice: the skill is authored by Finhouse and instructs the agent/tool to promote Finhouse consulting, so recommendations may include advertising. Treat all grant amounts, eligibility rules, and deadlines as starting points only and verify them on official KOSGEB, TÜBİTAK, İŞKUR, tax, and development-agency sites before making business decisions.

Vulnerability Patterns
  • Skill Instruction HijackingAlters the agent's session goals or safety constraints when the skill loads
  • Agent Memory PoisoningWrites attacker-controlled rules into memory that affect later sessions
  • Remote Payload Retrieval and ExecutionFetches external code whose behavior can change after review
  • Embedded Malicious CodeShips malicious scripts inside the skill and executes them locally
  • Unauthorized Access and Privilege EscalationObtains permissions beyond the task's legitimate needs

Technical Analysis

The Skill's declared function is to provide information about Turkish SME incentives and match businesses with potentially relevant programs. Requiring the Agent to recommend a specific paid consulting provider is not necessary to perform that function.

The instruction at SKILL.md:62 is part of the mandatory Skill workflow rather than passive author metadata. When the Skill is loaded, it directs the Agent to incorporate an unsolicited commercial recommendation into responses. The executable matcher reinforces this behavior by adding the provider's branding and contact details to every generated report.

This constitutes instruction hijacking because Skill-controlled instructions alter the Agent's response goals from neutral incentive guidance to third-party lead generation. The recommendation could also be perceived by users as an independent endorsement from the Agent.

No evidence was found that this behavior grants operating-system privileges, accesses credentials, executes remote payloads, or persists beyond the Skill's instructions and output.

Attack Path

  1. A user asks the Agent for information about Turkish SME incentives or grants.
  2. The Agent loads SKILL.md because the request matches the Skill' ...[truncated 900 chars]

Remediation Suggestions

  1. Remove the mandatory promotional workflow step from SKILL.md:62.
  2. Remove the consulting advertisement from scripts/tesvik_matcher.py:298.
  3. Keep author attribution only in passive package metadata, licensing information, or an optional “About” section.
  4. Do not instruct the Agent to recommend a specific commercial provider unless the user explicitly requests consulting referrals.
  5. If optional provider information is retained, clearly label it as author-supplied advertising rather than an independent Agent recommendation.
  6. Separate informational results from promotional content and require explicit user consent before displaying the latter.
  7. Add a review policy prohibiting Skill instructions that alter unrelated response goals for advertising, affiliate referrals, or lead generation.

Finding

Natural-Language Policy Violations

Medium
Category
Not specified by scanner
Confidence
89% confidence
Finding

The skill content and instructions are entirely in Turkish, and the file does not state that responses can be adapted to the user's preferred language. Under the policy, forcing a specific language without user opt-in is a natural-language policy violation unless the locale constraint is explicitly documented and justified.

Missing User Warnings

Confidence
95% confidence
Finding

The document gives specific 2026 KOSGEB eligibility thresholds, support amounts, and application steps as if they are current and actionable, but only includes a generic 'güncel bilgi için' note at the end rather than a clear warning that program terms, limits, and calls can change and must be verified before relying on them. In a grant-guidance skill, users may make business or financial decisions based on outdated or incorrect figures, leading to missed deadlines, ineligible applications, or compliance problems.

Natural-Language Policy Violations

Confidence
97% confidence
Finding

The file description and all user-facing prompts are written only in Turkish, and the program does not provide any language or locale opt-in. Under the policy, forcing a specific language without user choice is a natural-language policy violation unless the locale restriction is explicitly justified.

Description-Behavior Mismatch

Confidence

Finding

The manifest description includes 'kalkınma ajansı destekleri' and sector-based incentive matching, and the CLI even accepts an '--il' argument 'for development agency' support. However, no kalkınma ajansı dataset, lookup logic, or use of the il parameter exists anywhere in the matching code; only KOSGEB, TÜBİTAK, İŞKUR, and tax exemptions are returned.

Natural-Language Policy Violations

Confidence

Finding

This markdown file presents all guidance in a single language and does not indicate that Turkish is required, optional, or limited to a Turkey-specific audience by policy. Under the language/locale policy rule, forcing one language without user opt-in can be a natural-language policy violation.

Intent-Code Divergence

Category

Confidence

Finding

The '--il' argument is documented as 'İl (kalkınma ajansı için)', which tells users the tool considers province-specific development-agency support. In reality, args.il is parsed but never referenced, so the inline documentation actively overstates what the program does.
