Conditions Governing Access (DACS 4.1):

- Default to the literal access status the user supplied. Never default to "open" without confirmation.
- For restricted material: state the basis (donor restriction, statutory restriction, third-party privacy, format restriction) and the unrestriction date or condition.
- Statutory examples to surface for confirmation: FERPA (U.S. student records, generally 75 years from creation), HIPAA (U.S. health records, 50 years after death), GDPR / UK DPA where applicable, state public-records laws, donor-imposed time bars.
- For redacted material, name the redaction policy and the reviewing officer.
