openclaw skills install @afonsoft/create-issuesUse GitHub as the single source of truth for work tracking. This skill turns roadmaps, PRDs, and SPEC files into stable, linked, verifiable GitHub Issues.
If the repository is not on GitHub or gh is not authenticated, stop and invoke /create-agent-harness first.
Converting ORCHESTRATOR-ROADMAP.md or .specs/SPEC-*.md into GitHub Issues.
Slicing an Epic into small, vertical, trackable Issues.
Creating a new batch of Issues from a release plan or PRD.
Keeping roadmap, Epics, and GitHub Issues in sync.

This skill owns the canonical label set. Every work-tracking Issue carries one kind label (immutable, set at creation) and exactly one status label (changes over the lifecycle). blocked is the only additive label.
| Label | Applied to |
|---|---|
epic | Epic tracking Issue |
slice | Vertical slice Issue under an Epic |
feature | Issue from a SPEC of Type Feature, Frontend, API, Infra, Refactor, or Docs |
bug | Issue from a SPEC of Type Bugfix |
| Label | Meaning | Set by |
|---|---|---|
backlog | Issue exists but the SPEC is still Draft / not approved | write-specs, create-issues |
todo | SPEC Approved, queued for implementation | write-specs, create-issues |
in_progress | Implementation started | execute-specs |
in_review | Implementation finished, under QA / code review | execute-specs |
in_pullrequest | Pull request open | execute-specs, orchestrator |
done | PR merged and delivered | execute-specs, orchestrator |
canceled | SPEC or Issue canceled | execute-specs, orchestrator |
Lifecycle: backlog → todo → in_progress → in_review → in_pullrequest → done. canceled is terminal and may be applied from any state.
blocked is orthogonal: add it on top of the current status label together with a pt-BR comment describing the blocker, and remove it (with a short comment) when the blocker clears. Never replace the stage label with blocked — the stage is preserved so the Issue can resume where it stopped.
Ensure the canonical labels exist before applying them (--force updates in place if a label already exists):
gh label create epic --color "FF0000" --description "High-level deliverable" --force
gh label create slice --color "00FF00" --description "Vertical work item" --force
gh label create feature --color "1D76DB" --description "Feature-level work item" --force
gh label create bug --color "D73A4A" --description "Bugfix work item" --force
gh label create backlog --color "C5DEF5" --description "Tracked, SPEC not approved yet" --force
gh label create todo --color "0E8A16" --description "Approved, ready to implement" --force
gh label create in_progress --color "FBCA04" --description "Implementation in progress" --force
gh label create in_review --color "D4C5F9" --description "Under QA / code review" --force
gh label create in_pullrequest --color "5319E7" --description "Pull request open" --force
gh label create blocked --color "B60205" --description "Blocked — see latest comment" --force
gh label create done --color "006B75" --description "Merged and delivered" --force
gh label create canceled --color "EDEDED" --description "Canceled work" --force
Swap a status label (always remove the previous status label — never stack two):
gh issue edit 123 --remove-label backlog --add-label todo
Flag / clear a blocker:
gh issue edit 123 --add-label blocked
gh issue comment 123 --body "Bloqueio: <descrição do bloqueio em pt-BR>."
gh issue edit 123 --remove-label blocked
gh issue comment 123 --body "Bloqueio resolvido: <o que mudou>."
Every Epic must have:
E10, E11, E12.Required roadmap format:
## Epics
- [**[E10] Product foundation**](https://github.com/OWNER/REPO/issues/101) - `in_progress`
- [**[E11] Notification flow**](https://github.com/OWNER/REPO/issues/102) - `todo`
E## IDs are never reused, even after an Epic is done. The GitHub Issue number does not replace the Epic ID: E10 stays stable even if the Issue is edited.
ORCHESTRATOR-ROADMAP.md, .specs/SPEC-*.md, docs/architecture/, requirements, and any parent Issue comments.E## ID to each Epic that does not have one. Do not renumber existing Epics.gh.[**[E10] Title**](URL).Blocked by.gh repo view
gh issue create \
--title "E10 - Product foundation" \
--label "epic" \
--label "todo" \
--body-file /path/to/epic-body.md
Save the returned issue number. Add the link back to the roadmap. Use backlog instead of todo when the Issue is created before the underlying SPEC is approved.
gh issue create \
--title "[E10] Set up project harness" \
--label "slice" \
--label "todo" \
--body-file /path/to/slice-body.md
Blocked by)gh issue edit 124 --add-linked-issue 123 --link-type blocked_by
Use the canonical set from the Label Contract above — never invent ad-hoc labels.
gh issue edit 101 --milestone "v1.0"
gh project item-add 23 --content-id "<node_id_of_issue>" --owner "@me"
To get an issue node id:
gh issue view 101 --json id
When creating many Issues, generate a issues.json list and loop over it:
while IFS= read -r title; do
gh issue create --title "$title" --label slice --label todo --body-file "slices/${title}.md"
done < slices.txt
Always capture the returned issue numbers and update the Epic Issue body with the child links.
Before finishing, confirm:
[ ] Every Epic has an E## identifier
[ ] Every Epic has a GitHub Issue
[ ] Every Epic has a direct link in the roadmap/spec
[ ] Every link points to /issues/<number>
[ ] No Epic ID is duplicated
[ ] Epic Issue references its child slices
[ ] Every Issue has exactly one kind label and exactly one status label
[ ] Roadmap and GitHub states are consistent
If the roadmap is missing, report that there are no local Epics to map and do not invent Epics. If GitHub is unavailable, stop before publishing or declaring any Epic as tracked.

When a GitHub Issue is being created from an approved .specs/SPEC-*.md, compose the issue body using the structure in references/spec-sdd-template.md. Read the reference template and the SPEC file, then fill a temporary .md file with the relevant sections before creating the issue:
gh issue create \
--title "E10 - [feature-name]" \
--label "epic" \
--label "todo" \
--body-file /path/to/filled-spec-issue.md
For Epic issues, keep the full SDD structure. For child slice issues, include only the parent Epic, scope, acceptance criteria, and verification sections, and set the slice label. For a standalone (non-Epic) Issue created from a SPEC, use the kind label that matches the SPEC Type (feature or bug per the Label Contract). In all cases the status label is todo when the SPEC is Approved and backlog when it is still Draft.
| Mistake | Fix |
|---|---|
Reusing an E## ID | Always assign the next unused number. |
| Creating slices before the Epic Issue | Create the Epic first, then reference its number in child Issues. |
Missing Blocked by links | Link dependencies explicitly with gh issue edit --add-linked-issue. |
| Inventing Epics without a roadmap/spec | Stop and ask the user or the owning skill for the source of truth. |
| Stacking two status labels | Status labels are exclusive — always --remove-label the old one when adding the next; only blocked coexists. |
| Inventing ad-hoc labels | Use only the canonical kind/status labels from the Label Contract. |
