This skill is a disclosed local deployment-decision gate that validates release inputs and writes audit decisions, with no evidence of hidden networking, credential access, or destructive behavior.
Before installing, decide whether this will only advise users or gate real deployments. For CI/CD use, pin dependencies, review consensus-guard-core, set CONSENSUS_STATE_ROOT and CONSENSUS_STATE_FILE to a dedicated protected directory, run with minimal environment access, and only feed external_votes from authenticated trusted systems.
