This skill is a narrow OpenClaw database helper that checks for and creates one kind of pending proposal when explicitly run.
Install or run this only in the intended OpenClaw workspace. Before creating a proposal, run the duplicate-check command, confirm supabase-db points to the right local database, and verify the hardcoded agent identity is appropriate for your environment.
