For research requiring multiple phases (exploratory → focused → verification).

## Phase 1: Exploratory

- 3-5 broad searches to map the landscape
- Identify key terminology, major players, and common claims
- Output: brief landscape summary + refined sub-questions

## Phase 2: Focused

- Targeted searches on refined sub-questions
- Fetch 5-8 high-value pages in depth
- Extract data points, quotes, and statistics

## Phase 3: Verification

- Search for contradicting evidence
- Check claims against authoritative sources (official docs, peer-reviewed papers)
- Assign final confidence levels

## Phase 4: Deliverable

- Structure findings by sub-question
- Include methodology note (what was searched, what was excluded)
- Flag open questions that need further investigation
