Create a new reminder.

## Global Behavior

- All read commands accept `-o` / `--output` for format selection (table, json, plain)
- `NO_COLOR=1` environment variable disables color output
- `REM_NO_UPDATE_CHECK=1` environment variable disables the background update check
- ID arguments accept prefix matches — pass any unique prefix of a short ID
