## Review workflow steps

1. Order auto-held and tagged.
2. Reviewer checks signals (address, email, payment, history).
3. Optional customer verification (email or phone).
4. Decision: approve, request info, or cancel.
5. Log decision and reason.

## Prevention policy checklist

**Pre-order**
- AVS and CVV required on all card payments.
- 3D Secure for orders above threshold.
- Wire or escrow option for very high-value items.

**Post-order**
- Hold shipment for flagged orders.
