## Purpose
Monitor where applications are in the processing pipeline, track against published timelines, and know when to take action.

- "What's the status of my application?"
- "It's been X weeks, is this normal?"

### When to Be Concerned
- Beyond published timeline + 30 days

### Escalation Options
