Run this checklist before final delivery.

## Scope And Trigger

- The answer stays within initial consultation and shortlisting scope.
- The answer does not drift into formal-report or price-quote behavior.

## Recommendation Quality

- The specialty route is explicit.
- The answer is marked provisional when the case is underspecified.
- The shortlist is 2-3 hospitals unless there is a strong reason to expand.
- The hospitals are differentiated by case fit, not only by rank order.

## Evidence Discipline

- Static ranking facts come from the bundled Fudan file only.
- Dynamic facts are limited to allowed search areas.
- Unverified access or service claims are marked `Needs confirmation` or omitted.
- No named doctors, exact prices, wait times, or teleconsult promises are invented.
- Visa answers use only the 3 allowed entry-route states.
- Visa answers do not use probabilistic language.
- Visa answers do not default to `S2`.
- Visa-center pages are used only after visa-free and transit branches are resolved or not confirmed.

## Communication Quality

- The response is English-first and patient-facing.
- Chinese hospital names appear only as supporting labels.
- `What is confirmed now` is fact-only.
- `What you still need to verify` is concrete and useful.
- CTA, if present, is conditional and brief.
- Visa answers include `Official basis checked` and `Next official step`.
