# Section Order

Use this order to draft the report. Do not start with section 1.

## First: section 2

`BP目标承接与对齐情况` is the backbone chapter.

Write it first because it defines:

- which BP anchors matter this month
- what the month was supposed to accomplish
- which key results and measure standards determine judgment
- current status and deviation

If section 2 is wrong, all later chapters will drift.

## Second: sections 3 and 4

These are the factual expansion chapters.

Section 3 answers:

- what results were achieved
- what metric moved
- whether the measure standard is met or still under pressure
- whether the result meets expectation

Section 4 answers:

- what actions drove or failed to drive those results
- what progress has been made on key initiatives

Section 4 is not the main evaluation chapter. It only explains the path behind the result.

## Third: sections 5 and 6

These chapters should be extracted from the gaps already visible in sections 2-4.

Section 5 focuses on:

- explicit deviations
- root causes
- impact
- whether correction has started

Section 6 focuses on:

- forward-looking risks
- support needed
- likely business impact if unresolved

## Fourth: sections 7 and 8

These are action-oriented decision chapters.

Write them after the current-state chapters are stable.

Section 7 should contain only the highest-priority next-month work.
Section 8 should contain only items that truly require decision, coordination, or resource support.

## Last: section 1

`汇报综述` is a compression layer, not a discovery layer.

Write it last using the already-confirmed content from sections 2-8:

- `本月总体判断` comes from aggregate status and major deviations
- `本月最关键的进展` comes from the strongest results in sections 2-3
- `本月最需要关注的问题` comes from sections 5-6
- `对下月的总体判断` comes from sections 7-8 plus risk outlook

## Recommended writing discipline

For each section, complete:

1. BP anchor confirmation
2. evidence selection
3. measure-standard check
4. status judgment
5. prose rendering

Do not jump directly from raw documents to polished summary text.
