### Perk Caps
- Cash perks (rebate, gift_card): max **50%** of Year 1 commission
- Free service bundles: max **80%** of Year 1 commission, first 12 months only
- API rejects perks exceeding caps

### Deposit System
Perks can exceed commission if backed by wallet balance:
- Perk $600, commission $430 → need $170 in wallet (reserved)
- Wallet drops below reserve → perk auto-hidden
- Top up wallet → perk reactivates
